Everything we publish is openly licensed. Here is exactly what you can take, under what terms, and how to credit it.

1. The camera database — ODbL 1.0, with free dumps

Our national ALPR camera database is a derivative of OpenStreetMap data (built substantially on the community mapping effort popularized by DeFlock), merged with our contributors' reports and openly licensed government and EFF Atlas records. It is licensed under the Open Database License (ODbL) v1.0:

What ODbL means for you:

  • Use it for anything, including commercially.
  • Attribute — keep the notice above (or equivalent) with the data and visible near any map or product built from it.
  • Share alike — if you publicly use a database derived from ours, that derivative database must also be ODbL. Rendered maps, articles, and visualizations you make from it ("Produced Works") can be under your own terms, but must carry a notice that they contain ODbL data from this database and OpenStreetMap.
  • Keep it open — no DRM-only redistribution, no added restrictions.

Free machine-readable dumps — no account, no fee, no rate-limit games:

  • Full database export and weekly diffs: [stopflockcamsnow.com/data] (GeoJSON + CSV, with a README carrying the license text and provenance schema).
  • This satisfies (proactively) ODbL § 4.6, and it's also just the right way to run an open project. If you're building on the data at scale, use the dumps rather than scraping pages.

2. Original research and editorial content — CC BY 4.0

Jurisdiction profiles, methodology documents, articles, explainers, policy analyses, and our standalone non-OSM datasets (e.g., agency policy/retention tables, litigation tracker) are licensed Creative Commons Attribution 4.0 International (CC BY 4.0) (https://creativecommons.org/licenses/by/4.0/): reuse, adapt, and republish — including commercially — with attribution and an indication of changes.

3. How to attribute Stop Flock Cams Now

  • Journalists: "according to Stop Flock Cams Now, an independent ALPR-transparency project" plus a link is perfect; for specific figures, please include the retrieval date and the confidence-tier context from methodology.md — especially the caveat that absence of a marker does not mean absence of cameras.
  • Do not imply that SFCN, OpenStreetMap, or EFF endorses your product or conclusions.

4. What our data is built on (upstream attribution we carry)

  • EFF Atlas of Surveillance — agency records, a project of the Electronic Frontier Foundation and the University of Nevada, Reno Reynolds School of Journalism, CC BY 4.0. Modified: reformatted and joined with other sources.
  • U.S. Census Bureau TIGER/Line — boundaries and FIPS joins, public domain.
  • CourtListener / RECAP (Free Law Project) — court records, public domain.
  • Basemap tiles: © OpenMapTiles © OpenStreetMap contributors.
  • Agency policy, retention, and audit figures are cited per-claim to the publishing agency or vendor portal with retrieval dates (source-standards.md).

If you redistribute our camera database, these upstream notices travel with it — that's part of the ODbL deal.

5. Not covered by these licenses

The SFCN name and logo; third-party trademarks ("Flock Safety" belongs to Flock Safety, Inc. — we are not affiliated; see disclaimer.md); linked third-party content (news articles, LegiScan displays, vendor pages), which remains under its owners' terms and is intentionally excluded from our redistributable datasets.
