Terms of Service

These Terms govern your use of Stop Flock Cams Now ("SFCN," "the Service," "we"), operated by [OPERATOR — a U.S. nonprofit organization]. By using the Service you agree to them. If you don't agree, don't use the Service.

Who we are and are not. SFCN is an independent public-interest transparency platform documenting automated license plate readers (ALPRs) in the United States from lawful public sources. We are not affiliated with, endorsed by, sponsored by, or connected to Flock Safety, Inc. "Flock" and related marks belong to their owners and are used only nominatively, to refer to the company and its products. See disclaimer.md.

1. What the Service is for

SFCN exists to document, verify, educate, inform, organize, and advocate through lawful means: public data, public records, public-vantage observation, and civic participation. It exists for no other purpose. Read that sentence again before §4.

2. License to use the Service

  • Camera database: licensed under the Open Database License (ODbL) 1.0, © OpenStreetMap contributors and SFCN contributors, with free machine-readable dumps. See data-license.md.
  • Original research, articles, jurisdiction profiles, methodology: CC BY 4.0.
  • Site design, logos, and the SFCN name: ours (or our licensors'); not licensed for reuse except as fair use allows.
  • You may use the Service for any lawful purpose consistent with these Terms, including journalism, research, advocacy, and commercial reuse of the openly licensed data under its license terms.

3. Your content and the license you grant

When you submit content (camera reports, coordinates, photos, descriptions, verifications, comments):

  1. You confirm it is accurate to the best of your knowledge, lawfully obtained (observed or photographed from public property, without touching, approaching onto private land, or interfering with any equipment — see contributor-policy.md), and yours to license.
  2. You grant SFCN a worldwide, perpetual, irrevocable, royalty-free, sublicensable license to use, reproduce, adapt, publish, and distribute your submission, expressly including the right to (a) release camera-data contributions as part of our database under the Open Database License (ODbL) 1.0, and (b) contribute them upstream to OpenStreetMap under OSM's contributor terms. This grant is required: our camera database is a derivative of OpenStreetMap data and must remain ODbL-compatible. If you cannot grant this, do not submit.
  3. For photos, the same grant applies; we strip GPS EXIF metadata before publication and may crop or blur to protect bystanders.
  4. You retain ownership of your content; moral-rights-style attribution is handled via your display name in the provenance record.
  5. Submissions are reviewed before publication (pre-publication moderation). We may decline, edit for format, or remove any submission at any time. See community-guidelines.md and ../docs/MODERATION.md.

4. Prohibited conduct

You may not use the Service, its data, or its community to plan, encourage, facilitate, or celebrate any of the following. Violations are grounds for immediate removal and ban, and where warranted, referral to authorities.

Against equipment and property — zero tolerance:

  • Vandalizing, tampering with, disabling, obstructing, damaging, stealing, or otherwise interfering with any camera or surveillance equipment, or soliciting or instructing others to do so. We never host "how to disable" content in any form.
  • Trespassing, entering private or restricted property, or climbing/opening/touching equipment or enclosures.

Against people — zero tolerance:

  • Harassing, doxxing, stalking, threatening, or targeting any individual — including police officers, government employees, Flock Safety employees, contractors, property owners near a camera, or other users. Publishing a private individual's home address, plate, photo, schedule, or personal details is doxxing regardless of your opinion of them.
  • Using SFCN data to track, follow, or surveil any individual person.

Against the platform and the record:

  • Submitting fabricated, knowingly false, or maliciously misleading reports.
  • Scraping in a way that degrades the Service (use the free dumps and, when available, the API — that's what they're for), circumventing rate limits or access controls, or ban evasion.
  • Impersonating SFCN, its moderators, any agency, or Flock Safety.
  • Uploading malware, unlawful content, or content you lack rights to.
  • Any use that violates applicable law.

Nothing on this Service is an instruction, invitation, or encouragement to break any law. If any content appears to be, report it; removing it is a moderation priority.

5. Accuracy, and the limits of a map

We apply rigorous verification and provenance standards (methodology.md, source-standards.md), label claims as ALLEGATION, FINDING, or COURT DECISION (editorial-standards.md), and correct errors fast (corrections-policy.md). Even so:

  • Data is provided "as is" and "as available," without warranties of any kind, express or implied, including accuracy, completeness, timeliness, merchantability, fitness for a particular purpose, and non-infringement.
  • The absence of a marker on our map does not mean the absence of cameras. Never rely on this Service to conclude an area is free of surveillance, and never rely on it for navigation, safety, evasion of law enforcement, or any decision with legal consequences.
  • Nothing on the Service is legal advice. See disclaimer.md.

6. Third-party content and Section 230

User submissions and third-party sources are the responsibility of the person or entity who provided them. SFCN is an interactive computer service; to the fullest extent of 47 U.S.C. § 230 and analogous law, we are not the publisher or speaker of information provided by others, and our good-faith moderation does not waive that protection.

7. Limitation of liability

To the maximum extent permitted by law: SFCN, its operator, directors, employees, contributors, and volunteers are not liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, or any loss of data, goodwill, or profits, arising from the Service or its data — including third parties' misuse of published data. Our total aggregate liability for any claim is limited to US $100 or the amount you paid us in the past 12 months (which is $0 — the Service is free), whichever is greater. Some jurisdictions limit these exclusions; they apply to the fullest extent permitted. You will indemnify us against claims arising from your content or your breach of these Terms.

8. Copyright and DMCA

We respect intellectual property and expect the same. Takedown notices and counter-notices are handled under our DMCA process — designated agent details, notice requirements, and repeat-infringer policy are in copyright-dmca.md.

9. Termination

You may stop using the Service anytime and may request account deletion (privacy-policy.md §7). We may suspend or terminate access for violations of these Terms or the community-guidelines.md, following the enforcement ladder where feasible and immediately where necessary. Sections 3 (license grants), 5–8, and 10 survive termination.

10. General

Governing law: State of Florida, USA, without regard to conflicts rules; venue in the state or federal courts located in Duval County, Florida, unless applicable consumer law provides otherwise. If a provision is unenforceable, the rest stands. These Terms plus the policies they link are the entire agreement. We may update these Terms; material changes will be posted with notice and a changelog. Continued use after the effective date is acceptance.
